It's the Dr and Captain Jack.

I don't know if you've seen any of the episodes but Captain Jack joins the show about half way through. He's great, openly bi sexual and flirts with both the Dr and Rose. The kiss happened in the last episode and the sound of fannish squee echoed around the world *g*
