Chives are not easy ok? I don't know how that rumor got started but it is a lie- LOL.
I can grow rosemary from seed- that is supposed to be next to impossible, but I do it all the time- not to mention all my bushy happy basil plants (ok basil IS easy but still) and I've even kept a Bay tree happy for years in my kitchen! But Chives? chives elude me, chives are evil. Do not feel bad that you cannot grow chives :D
